The Height in Relation to Boundary is council requirement/rule that aim to avoid buildings on one site to physically dominate another site. The Rule also seek to address the effects that the positioning of new buildings or additions to existing buildings may have in reducing neighbouring buildings access to daylight and sunlight. Council require only a Licensed Cadastral Surveyor to certify that your building meet the required standards.
